Resetting the gangs pretty much means starting over. Most achievemtns in Crackdown are reasonably easy Just taking a wild guess here, but maybe you can try get them in Time Trial mode, I know you keep your stats in that and that enemies will be there Unfortunately I don’t think it’s possible.
